I only use Genymotion instances for a few minutes at a time, does AWS offer per-second billing?

Per-second billing only applies to the EC2 infrastructure cost, not the software cost. Genymotion is currently billed per entire hour. We are in discussion with AWS to enable per-second billing to Genymotion as well.
