Per-second billing only applies to the EC2 infrastructure cost, not the software cost. Genymotion is currently billed per entire hour. We are in discussion with AWS to enable per-second billing to Genymotion as well.
Meanwhile, we can offer private pricing. Please contact our customer service at sales@genymotion.com
