PayPal license purchase steps haven't been completed or failed.
Usually, this happens when the user does not complete all purchase steps and does not approve the final validation of the payment.
At this stage, the order has been automatically generated but no payment has been validated and no charge will be applied.
To resolve, contact PayPal assistance to validate or complete the purchase or create a new order and ensure all purchase steps are completed.
If the purchase is validated by PayPal, an invoice and a license key will be emailed automatically.
