If a virtual device is paused but not running, it is not billed as started time. Billing applies to started/running minutes or hours, depending on the plan.
For Alibaba Pay-As-You-Do, billing is hour-based and you are charged for the hour if the instance ran anywhere from 1 to 60 minutes, and so on. What plan are you using, and are you asking about a paused virtual device or a stopped instance?
