Does pay as you go pricing plan are allow root access, google play, and camera ?

Yes for root access and Google Play, and camera is available in Genymotion SaaS but with feature limits depending on the product. The Pay-as-you-go plan itself does not block those features.

Root access is listed as an emulated feature, and Google Play Store is available through the Open GApps / Google Play Store widget.
